Is there any way to grow herbs and other plants indoors rather than outdoors using a lamp of some sort to simulate sunlight?

yes they have some small window garden kits ,, try Lowe’s or any garden supply store

They have a cool looking herb garden with built in light at Target, but it is like $ 150. If you use a bright fluorescent light & the bulb is only say 3″ to 4″ from the leaves, then it will be enough light. Make up your own set up for reasonable cost. Or if you want to go in a big way, there are metal halide lights you can buy that are very bright (people use them to grow orchids or pot). They are a couple hundred dollars.
you could just plant your herbs, and put them into a sunny window. But don’t move them because herbs die easliy.
Herbs do not grow successfully indoors. No matter what you read.
Get yourself some books on Tropical Houseplants and you will never miss what you can’t grow outside.
